# NET-SVC-004 Management Panel or Monitoring Ports Network-Reachable

Webmin, cPanel, WHM, RabbitMQ Management, Consul, the Docker API with TLS or the Prometheus node exporter listen on network-reachable addresses.

- Domain: Network
- Severity: Medium
- Control category: Network Exposure
- Fix effort: low
- CVSS v3.1 vector: `CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:L/I:L/A:N`
- CIS Controls v8: 4.8
- NIST CSF 2.0: PR.PS-01, PR.IR-01
- CWE: CWE-1188, CWE-1327
- OWASP Top 10 2021: A05:2021
- NIST SP 800-53 Rev. 5: AC-17, CM-7, SC-7

## Why It Matters

Management panels and exporters publish host metrics, service configuration and often a login form. They are a reconnaissance gift and a password guessing target, but they sit behind their own authentication or TLS, so the risk is lower than an open control plane.

## How It Detects

Parses local TCP and UDP socket tables and matches listeners bound to a non-loopback address against the default ports of these management panels, exporters and discovery APIs. The binding (all interfaces, private or public address) is recorded as evidence. No packets are sent.

## How to Fix

Bind the panel or exporter to 127.0.0.1 or a management address, put it behind a reverse proxy with authentication, or restrict the port to monitoring hosts in the firewall.

## How to Verify

```
ss -tulpn shows these ports on 127.0.0.1, ::1 or a management address only.
```
